Kazakhstan has published the official schedule in Government Resolution No. 890. The ETA is free, phases in from 1 November 2026 without refusals, and becomes mandatory on 1 July 2027. The reported "mandatory for air passengers from 1 November" date below was not confirmed and is replaced. Full details: Kazakhstan's ETA will be mandatory from 1 July 2027.
Kazakhstan is adding an electronic travel authorisation layer for many travelers who today enter visa-free. The state digital platform is branded QazETA. For airlines flying into Almaty, Astana, and other international airports, and for OTAs selling Kazakhstan, this is a mid-horizon ETA problem: a pilot now, carrier denial risk later, and a matrix that will churn in the rules engine.
This checklist is for B2B ops and product. It is not a traveler how-to and not legal advice. Industry write-ups are context. Decisions should follow official and diplomatic primary sources.
Kazakhstan's tourism portal describes QazETA as the official service and points applicants to qazeta.kz (kazakhstan.travel, last updated 30 August 2026 on that page). It avoids republishing fees and processing times. Follow the same discipline in your CMS: the requirements response, or the official page, carries the live figure.
What official sources confirm
A London Embassy of Kazakhstan notice republished on gov.kz describes QazETA as a state digital platform operating in pilot mode, with phased implementation. Services listed include e-Visa, electronic travel authorisation, e-Residency, and border-crossing certificates. For the ETA specifically, that notice states:

Serbia's Ministry of Foreign Affairs travel page for Kazakhstan adds carrier-relevant wording. It states that on 25 August 2026 Kazakhstan launched a pilot for a mandatory electronic entry permit via QazETA for nationals of visa-free countries, and that:

Official phase-in (Resolution No. 890)
Government Resolution No. 890 of 10 October 2026 sets the stages. Until 1 July 2027, border officers explain the requirement but do not refuse entry. The fee is zero tenge. The earlier trade calendar (air passengers from 1 November, land on 15 and 30 November, rail and sea on 15 December) was not in any official text and does not apply.

The same late-discovery pattern on other ETAs is in ETAs and the travel-readiness window.
If Kazakhstan is on your winter schedule, book a demo. SimpleVisa can help wire QazETA into eligibility, and into optional fulfilment later, without confusing it with the e-Visa, well before the 1 July 2027 mandatory date.
Coverage alerts send one email per rule change for the destinations you pick, from the partner console. Systems can take the same events as webhooks; the shape is in the developer docs. The live requirement for any passport is always in the requirements checker.
Operational planning only. Not legal advice. Immigration decisions remain with Kazakhstan's authorities. Stage dates and the zero fee come from Government Resolution No. 890 of 10 October 2026. Re-check before each phase.
Updated 19 October 2026: Kazakhstan published the official ETA schedule (Resolution No. 890). An earlier version listed a reported 1 November 2026 mandatory date for air passengers; the ETA becomes mandatory on 1 July 2027, and the fee is zero.
