Montenegro Ends Visa-Free Entry for Russian, Belarusian and Turkish Citizens on 1 November 2026: Airline and OTA Checklist

From 1 November 2026, ordinary-passport holders from Russia, Belarus and Türkiye need a visa to enter or transit Montenegro. What airlines, OTAs and tour operators should change on bookings now.

Montenegro will require a visa from 1 November 2026 for nationals of Russia, Belarus and Türkiye to enter, transit through and stay in the country. The Government adopted the amendment to its Regulation on the Visa Regime on 23 July 2026 and, at its 139th session on 24 September 2026, approved terminating the bilateral visa-free agreements with the three countries. The reason given is alignment with EU visa policy as part of Montenegro's EU accession.

For Türkiye, the Government will negotiate a new agreement to keep visa-free travel for diplomatic, official and special passport holders. Ordinary passports are not covered by that track.

For airlines, OTAs and tour operators, the practical issue is timing: trips booked weeks ago for November now need a visa that the traveler may not know about. This note is for operational planning. It is not legal advice. Montenegrin authorities decide on visas and entry.

A 30-day visa-free exception, reported, for holders of a valid Schengen, US, UK or Irish visa or residence permit, capped by the validity of that document.
Short-stay (C) visas, reported, for up to 90 days in any 180 days, applied for at consulates or VFS Global centres.
Standard processing of about 10 days, reported, longer in some cases.
No published transitional rule, reported, for stays that start before 1 November and continue after it.

Pre-departure messaging for November and December departures with RU, BY, or TR passports in the PNR.

A rebooking across the date changes the rule. A passenger moved from 31 October to 1 November falls under the visa requirement.

Re-scan existing bookings for Montenegro arrivals on or after 1 November with RU, BY, or TR nationality, and notify now, given consular processing time.
