CDC extends the Ebola entry ban to 10 November: what airlines and OTAs need to check for US-bound passengers

CDC's 11 Oct order keeps non-US citizens who were in the DRC, Uganda or South Sudan in the last 21 days out of the US until 10 Nov. What sellers should check.

The US Centers for Disease Control and Prevention (CDC) has renewed its Ebola entry suspension for another 30 days. CDC issued the order on 11 October 2026. It took effect at 5:00 p.m. EDT that day and stays in force until 4:59 p.m. EDT on Tuesday, 10 November 2026. It can be changed or lifted earlier. The Federal Register published it on 15 October.

It is the fifth renewal since the first order of 18 May 2026 (renewals were issued on 21 June, 13 July, 12 August, 11 September and 11 October), and CDC kept the restrictions unchanged. Each order runs for 30 days from its issue date. CDC does not always wait for the end date: the 21 June order was set to run to 21 July but was replaced by the 13 July order, 22 days later.

This note is for airlines and OTAs. It is not legal advice.

Who is covered

Item What the order says
Covered travellers Non-US citizens and non-US nationals who departed from, or were present in, the DRC, Uganda or South Sudan during the last 21 days, whatever their passport
Lawful permanent residents Included, since the May 2026 amendment
Not covered US citizens and US nationals; US military and government personnel serving overseas (with their spouses and children, subject to assurances); persons a customs officer excepts case by case with supervisor approval; persons CDC provisionally excepts and confirms at entry
Flights DHS separately redirects flights carrying travellers recently in those countries to specific US airports (91 FR 29896, 21 May 2026)
Duration 30 days, to 10 November 2026

Uganda is still on the list even though the WHO-linked 42-day monitoring period there ended on 27 August 2026. CDC says there is a material risk that the outbreak returns to Uganda and spreads to South Sudan. In the DRC, authorities reported 8,665 confirmed cases and 4,178 deaths as of 5 October.

What travel sellers should do

01

Ask the 21-day question. For US-bound bookings, ask non-US passengers whether they were in the DRC, Uganda or South Sudan in the last 21 days, and say clearly that a booking does not override the order.

02

Don't rely on the ESTA or visa. A valid ESTA or visa does not exempt a covered traveller. Treat the order as a separate check at booking and at check-in.

03

Plan for rebooking. CDC says the test is physical presence in the last 21 days, so passengers who only transited a listed country can still be covered. Agree refund and rebooking terms with your airline partners before the next renewal, due by 10 November.

04

Watch the end date. The order is renewed roughly monthly, and CDC can issue the next one before this one ends. Check CDC's order page from early November and before you change any messaging.

05

Keep US citizens separate. US citizens and nationals are not covered by the ban, but they are still subject to health monitoring and the airport routing.

Dates

18 May 2026: first CDC order. 22 May: amended, ending the exemption for lawful permanent residents.
11 Oct 2026: current order issued. 30 Oct 2026: comments due on docket CDC-2026-0892.
10 Nov 2026, 4:59 p.m. EDT: the order expires unless renewed.
